Many people think life insurance is useful only for a specific period in life: those twenty to thirty years when a person is married with children living at home. The assumption is that should a breadwinner die once the children are grown, the surviving spouse will be able to support himself or herself on a single income. In such a scenario, life insurance is necessary only a 10- or 20-year period. Those who share this outlook believe that term life insurance, which provides coverage for a limited number of years, provides all the protection they need. Because the coverage is closed-ended, term life is the least expensive kind of life insurance available.

Other consumers are not so optimistic. What happens, they wonder, if the surviving spouse becomes disabled? Even after the children grow up and move away, a disabled person will not be able to support himself or herself if the breadwinner dies. If the term life insurance has expired, the disabled spouse will have no safety net in the event of the death of his or her spouse. Similarly, a child may become disabled and unable to move out and support himself or herself like other children. With a disabled adult child living at home, the surviving spouse might not be able to meet all the expenses on his or her own.

Divorce can factor into life insurance decisions as well. A term life insurance policy might cover a “first” family, but many people divorce, remarry, and start new families. The policyholder can access the accumulated cash value by withdrawing it, borrowing it, or using it as collateral for a loan. The insurance company also agrees to pay the cash value to the policyholder, if he or she cancels the policy.

There are basically two types of permanent life insurance: whole life and universal life. Both offer permanent coverage and cash value. They differ in the amount of flexibility they offer policyholders. Whole life offers set-it-and-forget-it simplicity. The death benefit, premium amount, and rate of cash value accumulation are fixed at the outset. Universal life allows the policyholder to modify the original contract, based on changing circumstances and needs. For example, if the policyholder loses his or her job, he or she can decrease the premium to make it more affordable. By contrast, if the policyholder receives a promotion, gets a better paying job, or enjoys growth in their own business, he or she can increase the premium amount to accumulate cash value more quickly. If the policyholder marries, has more children, buys a larger house, or for any reason needs a larger death benefit to sustain his or her family, he or she can increase the death benefit of the universal life insurance policy.

Universal life insurance accumulates cash value in a different way than whole life does. With whole life, the rate of accumulation is low, around 3 percent, but it is guaranteed and unchanging. With universal life, cash value accumulates at varying rates, depending on the performance of the insurance company’s investments. Typically, universal life outperforms whole life, and accumulates cash value more quickly. It is possible, however, for the opposite to happen. Many universal life policies offer a guaranteed minimum return, but it is lower than the return for a comparable whole life policy.

According to the Insurance Information Institute (III), a basic auto insurance policy is comprised of six basic types of coverage. While some of these types of coverage are required by state law, some are considered optional.

Liability Insurance

Liability coverage is the foundation of any car insurance policy, and is required in most states. If you are at fault in an accident, your liability insurance will pay for the bodily injury and property damage expenses caused to others in the accident, including your legal bills. Bodily-injury coverage pays for medical bills and lost wages.

Property-damage coverage pays for the repair or replacement of things you wrecked other than your own car. The other party may also decide to sue you to collect “pain and suffering” damages.

Liability insurance (both bodily injury and property damage) is the foundation of most auto insurance policies and is ideal if you are seeking a low cost car insurance policy. Every state that requires auto insurance mandates the purchase of property damage liability, and Florida is the only state that requires auto insurance but does not call for bodily injury liability. If you are at fault in an auto accident, your liability coverage will pay all the expenses, bodily injury, property damage, and any legal bills. The bodily injury coverage would pay for medical bills and lost wages; the property damage coverage would pay for any auto repairs, or replacement. Property damage liability usually repairs damage to other vehicles, but can also cover damages to things such as lamp poles, fences, buildings, or anything else that your car may have struck.

Remember, although purchasing only the minimum can get you a cheap auto insurance rate, if you cause a serious accident, minimum insurance may not cover you adequately. That’s why it’s a good idea to buy more than what your state requires. If you own a home and have nest egg and a savings account, you should consider more liability insurance because, in most states, drivers are allowed to sue other drivers who injure them in car accidents. If you’re sued and your liability insurance doesn’t pay for all of the damages, your personal finances are on the hook, and it’s likely you’ll become a target.

Collision and Comprehensive Coverages

If you cause an accident, collision coverage will pay to repair your vehicle. You usually can’t collect any more than the actual cash value of your car, which is not the same as the car’s replacement cost. Collision coverage is normally the most expensive component of your car insurance rate. By choosing a higher deductible, say $500 or $1,000, you can keep your premium costs down. However, keep in mind that you must pay the amount of your deductible before the insurance company kicks in any money after an accident.

Insurance companies often will “total” your car if the repair costs exceed a certain percentage of the car’s worth. The critical damage point varies from company to company, from 55 percent to 90 percent.

Comprehensive coverage will pay for damages to your car that weren’t caused by an auto accident: Damages from theft, fire, vandalism, natural disasters, or hitting a deer all qualify. Comprehensive coverage also comes with a deductible and your insurer will only pay as much as the car was worth when it got wrecked.

Because insurance companies normally will not pay you more than your car’s book value, it’s helpful if you have a rough idea of this amount. Check the Kelley Blue Book or the National Automobile Dealers Association. If your car is worth less than what you’re paying for the coverage, you’re better off not having it.

Neither collision nor comprehension insurance is required by any of the states, but some lenders, when the owner finances the car, may require the purchase of collision and comprehensive in the loan agreement. Even when it is not required, collision and comprehensive coverage is highly recommended by the insurance industry, so that in the unforeseen event of damage or theft, the owner of the car can avoid heavy bills. Theft of cars is not as unusual as some people may think. In 2004, a car was stolen in the United States every 26 seconds, and a car had a 1 in 190 chance of being stolen.

Medical Payments, PIP, and No-fault coverages

Medical payments (MedPay) coverage will pay for your and your passengers’ medical expenses after an accident. These expenses can arise from accidents while you’re driving your car, someone else’s car (with their permission), and injuries you or your family members incur when you’re pedestrians. The coverage will pay regardless of who is at fault, but if someone else is liable, your insurer may seek to recoup the expenses from him or her.

Personal Injury Protection (PIP) coverage is an extended form of MedPay. PIP may cover expenses that are related to injury, but not necessarily medical, such as lost wages, childcare and funeral costs. PIP coverage is currently required by sixteen states. If you are already insured under a good health insurance policy, then fortunately, there is no need to buy more than the minimum required amount of PIP or MedPay insurance.

If you have a good health insurance plan, there might be little need to buy more than the minimum required PIP or MedPay coverages, if at all. And, if you already have disability insurance, there’s little reason to purchase higher-than-minimum amounts of PIP.

Uninsured/Underinsured Motorists Coverages

Uninsured motorists (UM) coverage pays for your injuries if you’re struck by a hit-and-run driver or someone who doesn’t have auto insurance. It is required in many states.

Underinsured motorists (UIM) coverage will pay out if the driver who hit you causes more damage than his or her liability coverage can cover. In some states, UM or UIM coverage will also pay for property damages. Similarly, underinsured motorists insurance will cover any damage caused when you are struck by a driver who is not insured for a sufficient amount.

If you are hit, as a pedestrian, underinsured coverage will cover the expenses. Uninsured motorists insurance is currently required by twenty states, and Underinsured motorists coverage is required by only four: Connecticut, Minnesota, Maine, and Vermont.

You’ll probably want to have at least the minimal amount of UM/UIM because if you can’t find the other driver, you’ll at least have some coverage for pain-and-suffering damages.

Add-on Features

Several supplemental auto coverages are available, either as separate premium items or included in augmented policies. -Rental reimbursement, a common add-on, covers vehicle rentals required because your car is damaged or stolen. -Coverage for towing and labor charges in case of a road breakdown is also common. -Gap coverage for your new car will pay the difference between the actual cash value you receive for the car and the amount left on your car loan if your vehicle is totaled in an accident.

Basic auto insurance is required by virtually every state and is typically the cheapest auto insurance in the marketplace. Proof of insurance is required at different times throughout the life of a vehicle.

You may be asked for proof of insurance at any and all of these times: at vehicle registration, at the time of an accident, and any time when driving the vehicle. It is suggested that the owner of the car keeps proof of insurance in the car at all times, instead of on his or her person, so that it can be available at all times, no matter who is driving.

Any violations of state law regarding auto insurance could result in, at best, a hefty fine, and at worst, suspension of your driver’s license and/or time in jail. The dire consequences of driving while uninsured are not worth the neglect of paying for insurance. The chance that an uninsured driver will avoid detection is slim; he is likely to be caught and strictly punished.

Although comprehensive federal bills to prohibit genetic discrimination in health insurance have languished in Congress, the Health Insurance Portability and Accountability Act of 1996 (HIPAA) prohibits employer-sponsored group health plans from excluding from coverage, charging higher rates, or offering different benefits to members of a group based on their genotype (HIPAA 1996). In addition, all but a few states have enacted laws prohibiting genetic discrimination in health insurance, applicable mostly to individual policies and non employer groups.

As the policy focus has shifted to the possible role of genetic information in life insurance underwriting, it is important to consider public attitudes about a range of related questions. What does the public regard as the primary social function of life insurance? What is the proper role of underwriting in general? If individuals learn that they are at a genetically increased risk of developing a serious illness in the future, would this affect their decision to purchase life insurance or the amount of coverage? If individuals are concerned about genetic discrimination in life insurance, how does the level of concern compare with other social concerns? What, if any, legislative action would be appropriate to deal with the issue?

The chapter reports some of the key findings of the first comprehensive public survey on genetic information and life insurance underwriting. In general, the data lead to the following four conclusions:

(1) the public generally believes that life insurance companies would use genetic information to deny coverage or charge higher rates;

(2) individuals who learned that they were at a genetically increased risk of a serious illness would be more likely to buy all forms of insurance, but especially health and disability insurance;

(3) the likelihood of purchasing all forms of insurance on learning of a genetically increased risk is strongly correlated with age, with younger individuals most likely to be purchasers; and

(4) support for legislative limitations on the use of genetic information by life insurers is most correlated with education level, with people with the most education supporting such measures.

As with the policy analysis and legislative activity, public opinion research on genetics and insurance has concentrated on health insurance. Four data sources on public attitudes regarding genetics and life insurance, however, are worth exploring: a 2002 Harris poll, two empirical research studies on adverse selection in life insurance and data from an interview survey generated by our research team in 2001.

An interactive telephone survey of 1,013 adults was conducted between May 15 and 21, 2002 (Harris 2002). Among the questions asked was the following:

2005 marked a record year for hurricanes in the Atlantic Ocean and Gulf of Mexico, with weather reporters resorting to using the Greek Alphabet to come up with names for hurricanes and tropical storms headed towards the United States. Unfortunately a few of these hurricanes, including Dennis, Katrina and Wilma causes major destruction on both the Atlantic and Gulf of Mexico sides of Florida.

Because Florida is right in the midst of hurricane alley for nearly half the year, finding affordable Homeowners insurance coverage is nearly impossible for most homeowners and sustaining and repaying those Homeowners insurance policies is just as impossible for the actual insurance companies.

For quite some time, in the 1980s and 1990s, many Florida residences were covered by the state run insurance company, called the Residential Joint Underwriting Association. Only recently have large private Homeowners insurance companies, like Allstate, begun taking on homeowners insurance policies in sections of Florida, along the coastlines and in the southern part of the state, where hurricanes are more likely to occur.

Whether going through the state run RJU association or going through a private home insurance agency, there is no question that Homeowners insurance will be extremely expensive anywhere near the coast in Florida. The same home in Ohio may cost three times less to insure than it would on the coast of Florida, simply because of all the added coverage for hurricane season.

Since most basic insurance policies only cover certain natural disasters that could occur anywhere in the country, most often hurricane damage is not included in this policy. For that reason, Florida homeowners have to go about purchasing extra hurricane insurance to make sure their home will be covered in case hit by one of these ocean storms.

A law was recently passed in 2005 in Florida that requires plain language on insurance policies so that homeowners can easily understand the terms of their policy without being confused by the heavy jargon. Before this, many Florida homeowners were left to fend for themselves or to apply for Federal or Florida aid because many did not realize that even hurricane insurance often does not include flood damage.

Of course this can be tricky to distinguish and this is where many homeowners found themselves at a loss. Even if the flooding is caused by a storm surge of rising water from the hurricane, this is not covered by the hurricane because it is not considered damage due to the high winds or rain of the storm, but is instead caused by the ocean waters rising.

If Florida homeowners are in an area that could be considered a storm surge area, usually even up to 25 feet from the ocean, then they need to consider also including flood insurance as a separate clause to their Homeowners insurance. Be sure to discuss with your insurance agent exactly what types of water damage are covered in the hurricane insurance policy and the flood policy to make sure you are covered from all angles when encountering a hurricane.

Currently legislation is in the works that will limit the amount of surcharges that Florida homeowners can be charged to help prevent price gouging because of the area that Floridians live in. If legislation is passed, this will help level out private and public insurance rates for Floridians, making it easier to acquire insurance from year to year even though they live in an extremely high risk area.

If you are a new resident of Florida and have moved to the state between the months of June and November, hurricane season, you may not be able to acquire hurricane insurance for the first season, as many insurance companies put a block on new hurricane insurance policies until after hurricane season is over.

This is to prevent those who may just acquire the insurance temporarily and then get rid of it after hurricane season is over. Before closing on the home, consider adding the current Homeowners policy into the contract on the home to ensure that you will be covered for the first season. If this is not possible, you may be able to find insurance to cover a hurricane but it could cost a pretty penny.

Don’t hesitate moving to another insurance company for a better rate, there is NO risk in switching companies to save money. That’s why insurance companies lower their rates, to attract new business, so don’t be afraid to take advantage of it.

What if I have an accident? Insurance companies have to file their conditions for non-renewal or cancellation with the government. For example, if their policy is “3 tickets and 1 at-fault accident”, it doesn’t matter if you’ve been with your insurance company for 20 years or 20 minutes. If you fit into this category, you’re out.

Tip: When shopping for a new insurance company ask if they have “Claims Protection.” This protects you against your first accident. You should also ask about the company’s cancellation policy in regards to multiple tickets or accidents.

Quoted one price, billed another: The only way that your rate should change after you’ve been quoted is if you failed to report a previous accident or ticket. So make sure you get your quote emailed, mailed or faxed to you before you proceed.

On renewal, will my rate skyrocket? Unlikely. Most rate increases occur because your insurance rep no longer deals with the insurance company they placed you with the previous year. They now have to place you with another insurance company that has higher rates. This being the case, all you need to do is call the original insurance company for the name of another brokerage that they deal with and get them to renew your insurance policy. I have renewal discounts: Renewal discounts are meaningless if another insurance company has a better rate for you. For example, if you have a home and auto discount, it’s the bottom line that counts. The new insurance company, with a better rate, will have home and auto discounts too, which means a better rate for you.

But I’m a “Nine-Star Driver!” So what. You might be a nine-star driver paying a high rate with one company, or a six-star driver paying a low rate with another company. The bottom line is what really matters.

Is there a penalty if I cancel my current insurance early? If you cancel your insurance policy midterm, the insurance company will usually charge you with a penalty fee. But keep in mind that often times, the savings you’ll receive with your new insurance company will more than offset any cancellation penalties. If you cancel your policy during its renewal period, there is no penalty as long as you have notified the company “in writing” in time to cancel your policy.

I’ve been with my insurance company for long time: “Loyalty” discounts are easily overcome with a better rate from a new insurance company. And if the reason you are not changing is because your parents have dealt with this company forever, then it’s time to cut the cord.

The insurance company with the best rates for your parents does not necessarily have the best rate for you.

My insurance rep says I have the best rate: You may have the best rate available to your rep, as their brokerage can’t quote you from companies they don’t represent.
